WINNER:
Eskişehir Tepebaşı Municipality

With the Project:
REMOURBAN, Lighthouse City of Tepebaşı

REMOURBAN is a lighthouse project. The main objective of REMOURBAN is to develop and validate a Sustainable Urban Regeneration Model (URM) based on the joint transformation energy, mobility, and ICTs. This model has been designed to offer holistic integrated approaches in order to accelerate the transformation of future cities into more sustainable and smarter places of advanced social progress and environmental regeneration.

INITIAL SITUATION

A difficult situation has been caused at the local level by the lack of coordination across departments, especially where communication is concerned. This has led to inconsistencies in the bureaucratic requirements to project developers required by different local government authorities. Bringing together project developers to exchange data, experience the know-how and to collaborate on the development of a smart city and an energy efficient urban environment is crucially important. Efficiency in the energy and transport sectors, and generally in all uses of resources, needs ever-growing knowledge on the part of local authorities.

SOLUTION

Smart city planning takes advantage of the benefit of co-creation approaches that, while time-consuming, bring benefits in terms of uptake of innovative solutions and their impact. It is recommended that the multilevel governance structure in other cities is reviewed to ensure the right level of competences is transferred to the local level. As smart urban development needs become more complex, multifaceted and integrated Private Public Partnerships are becoming a necessity. The Horizon 2020 Smart City projects of the future strengthen their focus on solving large scale problems at the district and city level using new business models.

INNOVATION

The REMOURBAN project encourages pro-active inclusion of the citizens, who are presently excluded from day to day energy reduction and resourcing processes, to be deliberately included in the future. An interim report on the Sustainable Energy Action Plan was delivered and reached the level of excellence in 7 areas that include: the use of electric buses, electric bikes, and hybrid vehicles in transportation, utilisation of solar panels for Municipal Service Building, Life Village, Ataturk Aquatic Sports Center and Rural Areas in the electricity generation and the energy-efficient activities in Municipal Service Building.
